In the government of Russia intend to further raise the excise tax on fuel, the newspaper “Vedomosti” with reference to several Federal officials. According to them, improvement should occur in two stages — 50 cents per litre from 1 January and 1 July.
As writes the edition, the initiative to increase excise taxes comes from the Ministry of transport, who need the money, in particular, on the construction of the highway “coastal ring” in the Kaliningrad region. Another contender for the money — trail “Tavrida” in the Crimea.
The expected increase in excise duties is significantly greater than that provided by the Tax code — indexing for inflation of 4 percent, or about 30 cents per liter of gasoline and 23 cents per liter of diesel fuel. additional budget revenue is estimated at 55-60 billion rubles.
The energy Ministry has sent to the Ministry of Finance and the office of the government letter, it contains a forecast that due to the increase in excise tax by 50 cents a liter of fuel at retail may grow by 1.5 percent, or 60 cents. In addition, there are market risks, prices to the end of 2017 2.8 rubles per liter. With indexing for inflation, as noted, the average price of fuel may exceed next year the psychologically important 40 ruble. The energy Ministry proposes to raise excise duties on 1 April and 1 September, additional revenues will total 39 billion rubles.
According to the newspaper, the decision was made at budget meetings in the government. As reported by one of the officials, it is preliminary, but unlikely on Monday will change.
According to the forecast of the Federal Antimonopoly service, the growth of prices on fuel in Russia in the next 10 years will not exceed inflation. All previous price spikes were due to excise tax increase.
