Legislative Assembly of Sevastopol adopted on Thursday the draft law “On amendments to the Charter of Sevastopol”, providing for the introduction of popular election of the chief Executive of the region.
Current Sebastopol Charter provides for the election of deputies of the Governor from three candidates proposed by the President of the Russian Federation. The draft law of the city of Sevastopol “On amendments to the Charter of the city of Sevastopol” was adopted in first reading in October and involves the introduction of a popular vote for the candidacy of the chief Executive of the city.
For changing the city Charter at the session of the Sevastopol legislative Assembly voted 21 deputies out of 21 present in the room. Thus, the decision was taken unanimously.
For decision-making is necessary two thirds of votes of deputies, that is, 16 out of 24. The law will enter into force upon signature of acting Governor.
The question on introduction of procedure of direct elections of the Governor has twice been to the deputies, but was defeated by the deputies. Against the procedure were expressed by former Governor of the city Sergey meniailo. The new acting Governor Dmitry Ovsyannikov supports the idea of elections and is ready to put on them to run. The election can be held in a single voting day September 10, 2017.
