The two-day scientific-practical conference, during which election officials and experts will discuss the improvement of legislation and the election process will begin on Thursday at the site of the Russian Central election Commission, work will continue in the format of thematic sections on Friday on the basis of the Public chamber.
In the conference “Electoral system of Russia: formation experience and development prospects” will take part representatives of Federal and regional authorities, scientific and expert community, public figures and human rights activists, representatives of political parties and the media.
The participants plan to discuss the results of the election campaign of 2016, as well as to voice suggestions for improvement of the legislation and the electoral system as a whole.
On the first day of work with the main report at the plenary session will be the head of the Central election Commission Ella Pamfilova. On the second day, on the basis of the Federal Public chamber will continue the format of the five thematic areas.
The participants will discuss the issues of improvement of process of formation of election commissions in Russia and strengthening their independent status, the guarantees of the realization of passive electoral rights, the problems of information support of elections, ways of improving the system of registration of voters and the use of modern technologies, prospects of development of Russian legislation and international election standards.
The Deputy Chairman of the CEC of Russia Nikolay Bulaev has told reporters that applications for participation in the conference has filed a total of about 40 representatives of 12 political parties, many of whom participated in the last campaign.
“Their assessment of how this was done, their proposals as to allow the parties to participate more actively, without any additional bureaucratic barriers and procedures — for us this position is important, and we give them the opportunity to speak at the plenary session and the round tables,” he said.
Earlier, the Secretary of the CEC, Maya Grishina of Russia told RIA Novosti that the regional election commissions and give its suggestions on the organization of the electoral process. She said that the conference is largely to hear outside opinions from experts outside the system of electoral commissions.
She noted that some of the ideas already discussed. For example, the CEC considers the possibilities of using modern election technologies, including the idea to use the portal of public services for citizens voting outside place of residence and to support the nomination of candidates for election. From election commissions to the CEC there are also ideas for improving the work of precinct election commissions, reducing their dependence on local authorities, these proposals will be discussed with experts at the upcoming conference, said Grishin.
There are possibilities of technical re-equipment, the CEC believes it is important to expand the “Park” complexes of processing of ballots (COHIBA), to use the mechanism of QR code for fast track protocols in the system “Elections”. These issues, said the CEC Secretary, are not associated with a change in the law, it is the organizational issues.
Bulaev reported earlier that after the conference – in December – scheduled parliamentary hearings, devoted to improvement of electoral legislation.
