According to MTS, 3.9 billion people do not use the Internet. Mostly women, the elderly, poorly educated, low-income people to and from villages. In order to allow more people went to the network, the authors propose to reduce socio-economic inequality, since education and income are key indicators that determine, is or not people Internet.

MTS also indicate a sharp increase in mobile Internet users. The report notes that at the end of 2016, there were almost as many mobile phone users, much of the population on the planet. With 95% of people in the world live in areas where there is a cellular connection. At the same time in MTS underline that these data may be inaccurate, since many people use several mobile phones. For example, in developed countries up to 20% of people have mobile phones. Children aged 5 to 14 and adults over 74 years.

The main obstacle to mobile Internet use is the mobile phone. In poor countries people can’t afford an expensive dedicated Internet connection. However, its value gradually decreases.

According to the report’s development Index information and communication technology, first place for the second consecutive year on the development of ICT is the Republic of Korea. In second place Iceland, the third — Denmark. Russia in the Index of 2016 is 43. Thus, according to the last year, 72% of households in Russia were connected to the Internet.
