Golikova questioned the conscience of the heads of budgetary institutions

MOSCOW, 30 Jul — RIA Novosti. The head of audit chamber of the Russian Federation Tatyana Golikova has called for the conscience of the leaders of budgetary institutions and organizations, financed from the Treasury, for the high salaries in the conditions proclaimed by the President of the Russian ideology of the moderate growth rate of earnings.

“We see this (high salary — approx. ed.) not only, say, public corporations or joint-stock companies that check, but often see among subsidiaries that are created through contributions to the Charter capital from the Federal budget, but in a normal Federal state budgetary institutions, which operate on the principles of establishment of the state of the job and well currently faring,” — said Golikova in an interview with NTV television.

She acknowledged that “nobody in without limits, they do not break”. “On the other hand, the question arises, when in the years 2014-2016, and now, and in 2018, the President proclaims the ideology still more moderate wage growth, however, subordinate to these ministries, companies allow themselves more. They rightly say, we have no such restrictions as you have in the civil service. But I want to ask another question: and conscience, to her?” — said the head of the accounting chamber.

Salaries of Federal civil servants from 1 January 2018 and will be indexed by 4% for the first time since October 2013. The relevant draft presidential decree prepared by the Ministry of labour and social protection.

In addition, earlier in October, Russian President Vladimir Putin extended the decree from February, 2015 of reducing by 10% the salaries of the President, the Prime Minister, Ministers, Prosecutor General, head of the Investigative Committee, employees of the joint venture.
