“Winter as a whole on the territory of Russia is expected to near or above normal. But the conclusion is that it will be heterogeneous,” — said Vilfand at a press conference on Monday.
According to him, if the average projected temperature value in the coming winter, the amount will be near or above normal.
However, the meteorologist stressed that this does not negate the fact that there will be periods of severe cold, and periods of warming.
