Experts of holding “Minchenko Consulting” has made a rating of the sustainability of regional heads on the basis of which formed the list of governors that are close to the loss of posts in the near future.

The head of Kalmykia, North Ossetia, Altai, Novosibirsk, Murmansk, Omsk, Vladimir, Ivanovo and Voronezh regions, the head of the Altai and Primorye territories, and the Governor of Saint-Petersburg can retire in the near future, follows from the data of the expert report of holding “Minchenko Consulting” “Politburo 2.0 and governors”.
The sustainability rating of governors was formed in the following way. Each of the governors of the experts assigned a rating, based on 9 criteria. The experts analyzed their activities from January to August 2017. Each of them earned the bonuses and wrote off the fines.
Bonuses experts considered the support of the governors close to the Kremlin, in the region of large projects, the economic attractiveness of the territories, long time before the expiration of powers of the head of the region, the presence of a recognizable image and a high quality of political management.
Penalties — Federal and regional conflicts, criminal cases and arrests close to the head of the region’s people. It turned out the higher the grade, the higher the chances of the Governor to remain in his post.
In the end it was formed three groups of risk within the gubernatorial corps: resignation is unlikely, there is a risk of resignation, the high probability of resignation.
The lowest score was received by the head of Kalmykia Alexei Orlov. He’s got 4 points. Next comes the head of the Novosibirsk region Vladimir Gorodetsky — 5 points. Behind him with 6 points – the head of the Murmansk region Marina Kovtun, Governor of the Altai territory Alexander Karlin and the head of Omsk region Viktor Nazarov.
The head of Primorsky Krai Vladimir Miklushevsky has received this ranking 7 points, and the Governor Vladimir region Svetlana Orlova, Ivanovo region Pavel Konkov and head of the North Ossetia Vyacheslav Bitarov and Altai Republic Alexander Berdnikov — 8 points. Nine points was received by the Governor of the Voronezh region Alexey Gordeev.
