The state Duma Committee on budget and taxes recommended the state Duma to approve a bill the Federal budget for the year 2016. It is planned that the lower house of Parliament will consider in plenary meeting on 27 September with the participation of the Minister of Finance Anton Siluanov and the Chairman of audit chamber Tatyana Golikova.
The report on the Federal budget for 2016 is approved by the revenue Committee in the amount of 13.46 trillion rubles, expenses — of 16.41 trillion roubles with excess of expenses over income (deficit of the Federal budget) in the amount of 2.9 trillion rubles.
“Despite later amendments to the budget of 2016, almost all key indicators were exceeded, except for certain positions. The inflation rate was the lowest since 1992, and amounted to 5.4% in annual terms. Negatively had the rate on the real income of the population, and we are seeing the lowest natural income population since 1999 — fall, as you know, was 5.9%. The strengthening of the exchange rate also was greater than planned in the amendment of the budget act of 2016 “, — said at a meeting of the Committee Tatyana Golikova.
“Increased volatility in the external environment was the cause of the deviation of actual indicators from the baseline projections in the MAYOR in 2015 became the reason of the decision on the development budget only for 1 year instead of the usual three,” — said the Deputy head of the RF Ministry Azer Talibov at the Committee meeting.
At the same time, the Committee adopted prepared by the Russian government a consolidated report on the progress of implementation and assessing the effectiveness of government programs over the last year. Talibov stressed that according to consolidated report, the overall implementation of government programs in 2016 compared to 2015 “somewhat improved”. “The actual cost of the implementation of state programs for the end of 2016 amounted to 21 trillion is 100,4% of the originally planned spending. Increases the efficiency of the use of extrabudgetary resources”, — said the Deputy MAYOR.
