The state Duma will condemn Ukraine for the law on Russian language

MPs are preparing to adopt a statement on the violation by Ukraine of the rights of citizens to be taught in their native language. The draft document, which will be the reaction to the Ukrainian law on education, hosted in the Duma database.

On September 5 the Verkhovna Rada adopted a new law “On education”, according to which persons belonging to indigenous peoples and national minorities of Ukraine is guaranteed the right of education in native language only in kindergartens and schools up to 5th grade. This rule will come into force on 1 September 2018 and will operate only until 2020, after which the education in Ukraine should be entirely and exclusively Ukrainian.

In the state Duma decided to answer the statement, which was prepared by a Committee of the lower house on CIS Affairs, Eurasian integration and relations with compatriots. Adopted by the Kyiv law, the authors referred to as “enforced Ukrainianization, grossly contrary to Ukraine ratified the European Charter for regional or minority languages”.

— The law “On education” introduces a de facto ban on education in any other language, except Ukrainian. Not coincidentally, the new law “On education” does not even mention Russian and other languages of the peoples of Ukraine, — the document says.

The deputies believe that “education reform in Ukraine is aimed spearheaded primarily on the destruction of the remnants of Russian-language education and pursues the ultimate goal of complete assimilation of the Russian population of Ukraine”.

Russian lawmakers also point out that the reform of education in Ukraine has caused a sharp and sound response from the neighboring countries — Hungary, Poland, Moldova, Romania.

Deputies plan to send a corresponding resolution and the said statement in the Interparliamentary Assembly of States-participants of CIS, the Parliamentary Assembly of the Council of Europe, Parliamentary Assembly of the CSTO, as well as to the parliaments of Hungary, Moldova, Poland, Romania and the Verkhovna Rada itself.
