According to the official representative of Department major General Igor Konashenkov, in crossing the Euphrates with the army cap in the river has been a rapid increase in water level. “As soon as Syrian troops began to cross the river in a matter of hours in the Euphrates rose the water level. As explained Konashenkov, precipitation at this time was not observed, and the only explanation of such developments can be man-made release of water in dams to the North along the Euphrates, which are in the hands of opposition parties, controlled by the international coalition led by the United States.
