He noted that the amount of the fine shall be determined individually for each region and be not less than 10% of salary.

He also added that valid reasons for “absenteeism” should remain sick, vacation, or a trip on behalf of the leadership of the Parliament.
Konopacki argues that regional parliaments often there is a very low level of discipline.
