Carter began an operation to isolate and further liberation of Raqqa

WASHINGTON, 6 Nov. /Offset. TASS Dmitry Kirsanov/. Defense Secretary Ashton Carter announced the beginning of military operations aimed at first isolating, and then at the liberation of Raqqa.
