MOSCOW, September 15. /TASS/. The turnout in by-elections to the state Duma on Kingisepp and Bryansk single-mandate districts was low due to the inactive of the campaign, pursued by the candidates and the nominating party. This opinion was expressed on Friday the Deputy Chairman of the CEC of the Russian Federation Nikolay Bulaev.
During the meeting, CEC member of the Commission Boris Ebzeev wondered why the by-election was low voter turnout. “The turnout for the elections of the Deputy of the State Duma seems extremely low and I would say unacceptable,” he said.
According to the electoral Commission of the Leningrad oblast, the voter turnout in the Kingisepp district made up of 24.62%, in the Bryansk district, as previously reported, the turnout was about 36%.
According to ebzeeva, so low turnout in the Leningrad region is “the most convincing proof that our society is not yet politically structured”.
Bulaev said that to make a complaint to the electoral Commission of Leningrad and Bryansk oblasts due to insufficient voter education is impossible. “The information component from the election commissions was the place to be, a first reference information center, cases were noticeable, but, in our opinion, still insufficient, he said. — Of course, the voter in this case showed some immaturity, but by the electoral commissions — I find it difficult to present a claim to them”.
Parties were inactive campaign
Bulaev reminded that candidates for elections to the total of advanced 11 parties that were registered at nine of the party’s candidates in each County.
“Commission of Leningrad and Bryansk oblasts have noted that some, one or two parties parties participated actively and conducted the active campaign, their candidates met with voters in the region,” said Bulaev.
However, according to him, there were candidates who appeared in the region only for the submission of documents to the electoral Commission.
CEC member Yevgeny Kolyushin in turn, expressed confidence that the main reason for the low turnout is “disbelief of the voters in the those people who are elected”. “The 450 deputies of the state Duma, one more, one less — it has no value.

CEC on Friday approved the results of the elections to the state Duma in single-mandate constituencies. New members of the lower house were Sergei yakhnyuk of the “United Russia” Boris Paikin of the liberal democratic party.
