Sunday ended with more than 6,000 election campaigns. According to preliminary results, has done without sensations: the representatives of the ruling party won almost everywhere and at an extremely low voter turnout.

The first results

According to preliminary data of the CEC regions (except Kaliningrad region), where he held direct elections for governors, leaders active leaders. For example, in Buryatia for Alexei Tzudenova voted more than 87% of voters in the Tomsk region Sergei Zhvachkin for more than 58%, in the Sverdlovsk region Yevgeny Kuyvashev for more than 60%. Partspisok “United Russia” has received on elections in the Sakhalin regional Duma 45.4% of the vote (in second place of the Communist party from 16.3%) in the city Duma of Petropavlovsk-Kamchatsky — almost 49% (here the second place of LDPR from 20.6%), in the city Duma of Vladivostok of 39.5% (the Communist party — 22%).

The highest voter turnout recorded in Mordovia (71,2%), Saratov (52.4%) and Belgorod (47,5%) regions. In other regions it was below 40%. Outsiders among the “provincial” regions turned out to be Karelia (23,5%), Novgorod (24,8%), Kaliningrad (26,3%) and Kirov (27,2%). In the elections to the city Duma regional capitals voter turnout was even lower, and the absolute record of the day put the Vladivostok 12.7 per cent (see table).

Turnout fits into the overall picture, somewhere it is even slightly higher than in the elections to the state Duma, said Deputy Secretary of General Council of “United Russia” Yevgeny Revenko: “tell all the voters “thank you.” For party vote is very important — is a serious examination of the attitudes of voters a year after the Federal election.”

Experts the first results are not too surprising. “We now hear many words about the benefits of natural low turnout and lack of major violations — ironically the scientist law enforcement agencies and election commissions. After the elections we will ask the CEC to give a legal assessment of such actions, as this defeats the purpose of the election — people go to them not for the sake of forming the government, but for the sake of prizes.”

The opposition parties too much claims. Communist party leader Gennady Zyuganov reiterated that he will insist on holding the elections “in a more favorable time”, because now “many citizens are forced to work together in their gardens and orchards to stock up on food for the winter.” The leader eserov Sergey Mironov has allocated a large-scale early voting in Barnaul and fears “massive fraud” in the Krasnodar region, where the party sent about 900 representatives: “In case of violations we will give a very tough assessment of the reserve with the administrative resource and do not recognize the elections”. Yaroslav Nilov (LDPR) said that the declining year by year, the turnout “reduces the credibility of the government and the institution of elections”, and said that his party “waiting for the second rounds in some gubernatorial elections.”

Moscow specifics

The turnout in the municipal elections in Moscow at 18.00 made up of 12.01% (experts of the Pro-Kremlin development Fund civil society have predicted it at the level of 10-15%). The city is almost absent from the reporting on this election, but the Chairman of Mothersurname Valentin Gorbunov on Sunday said that it was sufficient: “I think that Moscow does not know about the elections only one who didn’t want to know about them. Esemes received, newspaper received, all received”. “As informed, and such a turnout,” — said Ella Pamfilova.

According to Gorbunov, no complaints requiring intervention of the IPCC, on Sunday did not arrive. However, the ex-state Duma Deputy Dmitry Gudkov, the headquarters of which was supported by about 1000 candidates, reported an abnormally large number of voters at home: “compared with previous years, more than 4 times”. “The voice” also called home-based voting is the biggest problem in Moscow. Also of concern is the participation of social workers in home-based voting for socially vulnerable groups of citizens, Melkonyants said: “Apparently, they are focused, and the low turnout your vote may be decisive. Therefore, this technology is very important in the municipal elections in Moscow.” The Deputy Chairman of the Central electoral Commission Nikolay Bulaev has called the allegations “speculation” and Gorbunov said that complaints about the vote at home to CIC was received.

At the same time, on the eve of the vote, the mayor of Moscow Sergei Sobyanin has sacked the head of Novo-Peredelkino Yuri Nosenko and the Deputy Svetlana Antonov “for gross violations,” and also announced the replacement of all the chairs of precinct election commissions in the area. The occasion was posted on YouTube a video in which Antonov gives representatives the PEC envelopes and instructs them about working with “supporters”. Antonov refused to answer the questions of “Vedomosti”. In addition, Sunday was annulled the results of early voting in the district “the Airport”, as the number of envelopes with bulletins ahead of schedule voted voters exceeded the number of those who filed early voting.

With such a turnout to win enough to persuade and mobilize people of 450-500, Kalachev stresses, “but to earn it had legs”. The problem, in his opinion, was not drying appearance: “the Opposition are unable to pump their own agenda, to demonstrate the unity of plans and actions. Main theme — want to have Sobyanin in 2018 he was a real competitor, vote now, so people are not explained. And the mayor took their different columns. All very high-tech”. According to Vinogradov, the turnout in Moscow is expected that new risks for the Federal agenda is not created, and “the rest will be forgotten”: “In the future we can expect that the focus will be moved with the turnout for clean — with a focus on the ‘new Moscow’ and serious decrease in turnout at home”.
