Discussions around stricter penalties for animal abuse, similar to the requirements to increase the sentence for pedophilia, said the Deputy of the state Duma of the seventh convocation Nikolay Valuev. This opinion on Monday, November 7, he expressed in conversation with “Tape.ru”.
“This is reminiscent of the controversy surrounding the punishment for pedophilia. Humanly we are all “for” [tightening], but from the point of view of the law should be clear evidence base,” — said Valuev.
In his view, the investigation should be considered proof of guilt video posted on the Internet. “Today, people reach such callousness and cruelty, that is not afraid to put this online,” — said the Deputy.
However, the Deputy is sure that two years of deprivation of freedom is punishment enough (provided for animal cruelty committed by a group of persons upon a preliminary collusion or by an organized group — approx. “Of the tape.ru”). However, article 245 of the criminal code should be amended to make it work. “Real cases initiated under this article, very little,” admitted Valuev.
After the resonance caused in society a matter of Khabarovsk zhivoderok, the state Duma will begin to work more actively in the protection of animals, said Valuev.
Earlier on Monday, press Secretary of the President Dmitry Peskov said that Russian President Vladimir Putin supports the idea of toughening liability for zhivoderstvo.
On 5 November in Moscow held a rally of animal rights activists gathered more than 1,5 thousand participants. Activists demanding tougher punishment for flayers in particular to provide for them deprivation of liberty for a term up to 8 years and reduce the age of criminal responsibility to 14 years.
In October, a public outcry was aroused by the information that the two habarovchanin killed animals, recording the process in photos and videos. In fact was initiated criminal case. The consequence has established that girls are killed at least 15 animals.
The current article 245 of the criminal code for cruelty to animals, which caused their death or injury carries a maximum penalty of arrest for up to six months. The same act committed by a group of persons may entail a term of imprisonment up to two years.
