The state Department believes that Russia should fulfill all its obligations under the agreement on a cease-fire of 2008 and withdraw its troops to positions corresponding to the period before the conflict.
In addition, U.S. demand “to reverse its recognition of the Georgian regions of South Ossetia and Abkhazia as independent States”, as well as to ensure free access for humanitarian assistance to these regions.
The law on ratification of the agreement on Tuesday, November 22, was signed by the President of Russia Vladimir Putin. Earlier, the ratification document was condemned by Vice President Biden.
The agreement was signed in Moscow on 21 November 2015. The composition of the group included a joint Russian military base on Abkhaz territory, as well as two mechanized battalions, one artillery and aviation groups and special forces.
According to the document, in case of a threat of aggression and wartime, the group goes to the subordination of the commander of assigned to the Russian defense Ministry. The decision to deploy troops was adopted by the military departments of the two countries.
