Bastrykin called the condition for lifting the moratorium on death penalty in Russia

Chairman of the Investigative Committee (IC) of Russia Alexander Bastrykin said that the moratorium on the death penalty in the country can be canceled exclusively by referendum. About it told the official representative of SK Svetlana Petrenko.

Saturday Bastrykin visited the Moscow state law University named after O. E. Kutafin (MSAL), where she gave a lecture to students. Answering questions, Bastrykin said that the moratorium on the death penalty is permissible only to cancel the referendum, and to apply it would only in exceptional cases against the perpetrators of particularly serious crimes pose an increased danger to the public.

“At the same time he is a supporter to act in a humane means, and not to aim at intimidating people,” — said Petrenko.

Also Bastrykin believes that the format in which the Agency operates today, is optimal.

Also in his speech Bastrykin gave a number of statistics. “For 10 years during the investigation, investigators of the Investigative Committee revealed more than 60 thousand crimes of last years, the criminal case which was suspended. The detection of particularly serious crimes against persons is about 90 percent. As the accused attracted more than 4 thousand persons with a special legal status”, — is told in the message.

A moratorium on the death penalty in Russia was introduced in 1996 in connection with the country’s accession to the Council of Europe. The last time, in 1994, were sentenced to death, Sergei Golovkin, who was killed in 1986-1992 years 11 boys.
