The US President Donald trump has signed a Memorandum by which the division of powers to impose sanctions against Russia, Iran and North Korea. Document published on the White house website.
In particular, the Secretary of state Rex Tillerson assigned to oversee a number of sanctions against Russia. We are talking about the institutionalization of sanctions imposed under the predecessor to trump Barack Obama over the conflict in Ukraine, and also due to the attributed Moscow cyber attacks on American political organizations.
In addition, the Secretary of state is empowered to make decisions on refusal in issue of visas to persons who “cause damage to cybersecurity,” on behalf of the government of Russia.
Also Tillerson will be responsible for the application of new restrictions against the Russian financial institutions, which were imposed because of “interference” in the Affairs of Ukraine.
Other articles should be monitored by the Minister of Finance Steven Mnuchin and the Director of national intelligence Dan Coates. Mnuchin empowered to be responsible for the application of the sanctions measures imposed for the spread of corruption in Russia.
In addition, Mnuchin and Tillerson will apply restrictions against persons who supply arms to the Syrian government.
Member States of the EU, US and several other countries have introduced restrictive measures against Russia in 2014 and linking them with the annexation of Crimea, and then — with the conflict in the South-East of Ukraine. Moscow imposed a ban on food exports from most countries that have supported anti-Russian sanctions. The abolition of the restrictive measures, the West is linked to the implementation by Moscow of Minsk agreements — a package of measures to stabilize the situation in the South-East of Ukraine.
Moscow has stated that it is not a party to the conflict in the Donbass, and the responsibility for the implementation of the agreements lies on Kiev. Moreover, Russia stressed that the accession of Crimea was fully consistent with international norms.
2 Aug trump has signed the law on new restrictive measures against Russia. The new law provides, inter alia, reducing to two weeks the maximum period of funding of banks, which are under sanctions, and up to 60 days for oil and gas companies.
