The Federation Council at the first meeting of the autumn session adopted a statement condemning the Ukrainian education act, and appeal to the international organizations to take measures to restore violated this law, the rights of national minorities.
“Starting in 2020, the children of neuroinvasion families will not be able to receive education in native language”, — said in a statement. The senators believe that the full transfer of education in Ukraine in the state language contradicts the framework Convention for the protection of national minorities and the European Charter for regional or minority languages.
“We urge the UN high Commissioner for human rights, the high Commissioner of OSCE on Affairs of national minorities, Council of Europe Commissioner for human rights, as well as parliaments of European countries and international parliamentary organizations to make an objective assessment of the anti-democratic law of Ukraine and protecting the rights of national minorities, the rights of children in this country”, — the document says.
As noted in introducing the document, the head of the Federation Council Committee for science, culture and education Zinaida dragunkina, now in Ukraine there are 364 kindergartens and 581 school with teaching in Russian language, full trained 400 thousand children, and as a separate subject of its study of 1 million Ukrainian students.
“The anger and resentment was aroused by this law, not only in our country but also in Bulgaria, Hungary, Greece, Moldova, Poland, Romania”, — said the Senator and recalled that the leaders of several of these countries have already declared that the adoption of the education act, questioned the European future of Ukraine.
The head of the Committee for international Affairs Konstantin Kosachev called the Ukrainian law “shameful.”
The senators urged the international community to take “exhaustive measures to restoration of violated rights and protection from discrimination of all citizens of Ukraine”.
The speaker of Council of Federation Valentina Matvienko gave the Protocol instructions to committees on international Affairs and education to send a statement “to all international parliamentary structures, parliaments for informing the position of the Federation Council on this issue”.
