Novosibirsk deputies have forbidden the animal to bark and howl at night
Members of the Legislative Assembly of the Novosibirsk region has approved the first reading of two amendments to the regional law according to which “the actions of the Pets making noise” can be punished by their owners. This was reported on the website of the legislative Assembly.
In the course of the session on 28 September adopted amendments to the law of March 28, 2016 “On some issues of ensuring silence and rest of citizens on the territory of the Novosibirsk region” and dated 14 February 2003 “On administrative offences in the Novosibirsk region”. The changes will enter into force upon signature by the Governor.
As follows from the text of the amendments, the noise produced by Pets, breaks the silence and rest of citizens at night (from 22:00 to 7:00 in the working days, from 22:00 to 9:00 on weekends and public holidays) and day (13:00 to 14:00) time zone.
If the amendments are adopted, pet owners can be fined 3 thousand rubles for the first offense, and for the re — 5 thousand rubles For legal persons the maximum fine will amount to 70 thousand RUB.
The Deputy of regional Legislative Assembly Igor Nesterenko told RBC that pet owners will be held accountable. “The liability arises not because the dog barks, but for the fact that the owner takes no action to stop it. For example, he may lock her up at night in a kennel with insulation”, — he explained.
