VLADIVOSTOK, September 7. /TASS/. The placement of the UN peacekeeping mission in the South-East of Ukraine Kyiv should discuss first with the DPR and LPR, not with Moscow, which is not a party to the conflict. This was stated to journalists the press Secretary of the President Dmitry Peskov, commenting on the plan of the President of Ukraine Petro Poroshenko on the deployment of UN peacekeepers in the conflict region.
“Any peacekeepers can be placed at the point of contact between the conflicting parties with the consent of those conflicting parties. Russia is not a party to the conflict in the South-East of Ukraine. So, first of all, it is to be discussed between Kiev and the authorities of the DNI and LC. This is the first the initial condition of deployment of peacekeepers, which it would be unreasonable to deny,” said Sands.
He explained that the global practice is based on the obligatory agreement of the parties. “Peacekeepers without the consent of the conflicting parties never are. Because such precedents were not, and to imagine it is impossible,” Peskov said.
A Kremlin spokesman also said that Moscow disagrees with the determination of Kiev, calling Russia a party to the conflict in the South-East of Ukraine.
