MOSCOW, August 2. /TASS/. The Chairman of the Central election Commission of Russia, Ella Pamfilova in favor of the transfer of the single voting day in late autumn or late spring. She reported about it in interview to the newspaper “Kommersant”.
“If you save a single day of voting, the transfer in late autumn or late spring. Certainly not to hold elections in September, but at least since mid-October,” she said.
Pamfilova believes that the elections in early September are “aggravating circumstance” for voter turnout. At the same time, she stressed that the issue of the transfer of the single voting day discussion, it will be discussed in the framework of the working group on adjustment of the electoral law. The working group will have to analyze how the current electoral legislation conforms to the realities, and decide what kind of changes it requires.
“I think that the next parliamentary cycle will be the new legislation”, – she summed up.
The lower level of the municipal filter
CEC Chairman admitted that the municipal filter in the elections can be reduced to 5% or below.
Pamfilova also said that soon there will be a meeting with experts, which will discuss changing the system.
