Kingisepp polling stations single-mandate district No. 112 (the Leningrad region) for the elections to the state Duma of the seventh convocation, which will be held in a single voting day, may be left without cameras. It is reported “Kommersant” on Friday, August 11.
In the regional election Commission stated that the decision about the video on elections at the Federal level takes the Central election Commission of Russia. In addition, it concludes an agreement on organization of the process of video surveillance with the contractor.
The head of the regional Commission Mikhail Lebedinsky said that holding elections in the lower house of Parliament to the subject of the Federal budget was allocated to 31.5 million rubles. “The budget for CEC we pointed out that need video surveillance, but get it out”, he said.
Lebedinsky also cited data according to which, the installation of video surveillance system at 35 sites of the Kirov electoral district №9 of the Leningrad region, where September 10, will pass by-election of deputies in the regional Parliament, will cost about half a million rubles.
The CEC in turn explained that this question is outside of their competence. “Organization and maintenance of video surveillance falls within the competence of the Ministry of communications of Russia and the decision on the organization of video surveillance of the elections takes the subject of the Russian Federation”,— the newspaper quotes the statement of the press service of the CEC.
Also, it stressed that the Agency strongly recommends that regional election commissions to organize video monitoring at polling stations. Each is required to install two cameras: one should cover the premises for voting in General, including issuing ballots, the second goes to the ballot boxes.
The mandate of the Deputy of the state Duma Kingisepp single-mandate constituency became vacant in connection with the appointment of the speaker of the state Duma of the sixth convocation Sergei Naryshkin, head of the foreign intelligence Service.
