Putin urged the Agency to abandon the practice work in the style of Stalin’s NKVD

Russian President Vladimir Putin has warned about the inadmissibility of cases when departmental documents have precedence before the law, as it was during Stalin’s people’s Commissariat for internal Affairs (NKVD). He stated this at a meeting in Kaliningrad on the development of transport infrastructure in the northwestern Federal district, reports TASS on Wednesday, August 16.

The participants of the meeting drew the President’s attention to situations where the cargo that moves through the territory of the country are subjected to customs procedures. According to them, the reason for this was that a number of agencies sent out the special methodological letters, despite amendments to the law.

“What can be a methodical letters, contrary to the law?” — reacted in this regard, Putin. “This is the practice of the NKVD. Before it was. Departmental instructions were placed above the law. Thank God we stopped, I hope this practice”, — said the President.

Putin arrived on a working visit to Kaliningrad earlier Wednesday. He held a meeting on transport infrastructure development and met with the acting head of the Kaliningrad region by Anton Alihanova.
