Following the results of last July 31 in the Cairo negotiations between representatives of the Ministry of defense of Russia and the moderate Syrian opposition reached agreement on the functioning of the third zone of de-escalation, North of the city of HOMS. This was stated by the official representative of the military Department Igor Konashenkov. His words “Interfax”.
“Today, August 3, from 12 PM local time (coincides with Moscow), the moderate opposition groups and units of government forces completely stop the fire from all weapons”, — said Konashenkov.
The General stressed that, as in the existing two zones of de-escalation, the cease of hostilities in the area, “HOMS” does not apply to terrorist groups “Islamic state” (IG) and “Jabhat EN-Nusra” (both banned in Russia).
Konashenkov added that the opposition has pledged to expel from its controlled areas of HOMS province for all units who joined the terrorists. In the area of “HOMS” includes 84 settlements with a population of over 147 thousand people.
May 4, countries-guarantors of a ceasefire in Syria — Russia, Turkey and Iran signed a Memorandum on creation of four security zones in Syria. They will operate in the following regions: in the province of Idlib, in areas of Latakia, Aleppo and Hama; in the North of HOMS province; in Eastern ghouta, on the South of Syria — the provinces of Deraa and Quneitra. Also, the results of the Russian-American summit in Hamburg announced the creation of a zone of de-escalation in the area of Deraa, Quneitra and es-Sweida.
