Putin signed a law on blocking

Russian President Vladimir Putin signed a law blocking copies (“mirrors” — approx. ed.) pirate sites. About it reports a press-service of the Kremlin.

The document was approved by the state Duma in the third reading on 23 June and five days later approved by the Federation Council. It will enter into force on 1 October 2017.

The law determines the order restricting access to the copies of blocked sites. The Ministry of communications, receiving from Roskomnadzor or their assignees such information, in the course of the day decides whether it is a blocked copy of the original. The decision on Russian and English languages shall be sent to the owner of the mirror, and in Roskomnadzor.

Telecoms operators within one day after receipt of the notification of Roscomnadzor need to restrict access to copies of the pirated website. Operators of search engines, in turn, must stop the results in the search pages, locked pages and their copies.

During the preparation of the draft law of the Ministry of culture suggested to block the “mirror” pirate websites without court decision, but the initiative was not supported by the legal Department of the state Duma, the Ministry of communications, Roskomnadzor and most of the representatives of the Internet industry.
