MOSCOW, August 15. /TASS/. The Chairman of the Duma Committee on housing policy and housing Galina Khovanskaya (Fair Russia) suggested that it would contribute to the lower house a bill extending the Moscow experience of renovation of housing on subjects of the Russian Federation in November of this year. According to the Deputy, with the introduction of the draft law do not hurry: at the moment not all regions are ready to implement such a program, you also need to look at its implementation in the capital.
“Most likely, this will be the month of November. No need to hurry. I told that first we will see how it will happen in Moscow”, — said the correspondent of TASS, the head of the Duma Committee on housing. “Well, depending on the willingness of subjects of the Russian Federation: not all actors can do the renovation in the sense in which I see this renovation,” continued she.
The MP recalled that it was developing a bill under renovation means not only the demolition of housing, but also its reconstruction. “In my project written not only about the demolition, but reconstruction, and modernization. This is the fundamental difference from Moscow, because each house should be approached with its measure”, — said the Chairman of the Duma Committee on housing.
Khovanskaya believes that it is necessary to take into account features of operation of each house, even if we are talking about buildings from the same series. “One will stand for another 25 years and another need to bear,” she explained. Khovanskaya had previously announced plans to submit to the state Duma a bill extending the renovation to the whole of Russia in autumn, noting that the relevant order of the President of Russia Vladimir Putin has sounded on “the Direct line”.
The renovation is ready
At the same time Khovanskaya has identified a number of regions already, in her opinion, ready for implementation of the program. “I think that to start renovation in the Belgorod, Kaluga regions, Saint-Petersburg. From Bashkiria already was handling, and not on the level of ordinary people, and from a DePuy corps that have to do law in the country”, — said the Deputy.
At the same time, according to her, one of the major issues is funding. The MP explained that not all regions are equally well placed to attract investors for the implementation of the renovation program. “For example, Tuva, Zabaykalsky Krai — nothing will tempt [investors] in these regions. There must, of course, to attract the budget, so he helped,” said the Deputy.
The experience of Kaluga region
Khovanskaya also said that he made a trip to Kaluga, where he got acquainted with the experience on reconstruction of houses in the region. “They upgrade the house, which in Moscow will be demolished. In Moscow these houses are being demolished, and there of these houses are those which are not only nice to look at, pleasing to live”, — shared his impressions the head of the Duma Committee for housing and communal services.
She added that called for the production of new environmentally friendly insulators which are used in the repair of houses in the area. “Does it RUN “RUSNANO” (Fund for infrastructure and educational programs, which includes a group of “RUSNANO” — approx. TASS) together with the local authorities… Methods of insulation are environmentally friendly, not like in Moscow — polystyrene, which at the slightest smoke becomes poisonous. There are heaters in which the source material is broken glass, absolutely clean,” — said the MP, adding that such plants “with the participation of the Fund “Rosnano” can be built in Kazan and in St. Petersburg”.
In addition, Khovanskaya said that he agreed with the Governor of the Kaluga region Anatoly Artamonov held in the state Duma in the second half of October a round table on which she was going to acquaint the deputies with the achievements of the region in this field. “We took the Governor. We signed the Protocol and agreed to hold a round table in the state Duma on this subject. I think it will be in the second half of October,” she said, adding that MPs should act on the Executive power in the subjects which they represent, and to demand the implementation of such technologies and production development in their regions.
Capital manarement
The pilot project of Fund “RUSNANO” and the Kaluga region for capital anoremenu apartment building was completed in early April of this year. Then the General Director of FIEP Andrey Svinarenko has informed the journalists about the readiness of the Fund to replicate the project in all regions of Russia.
For insulation of the facade of the 16-unit building were used the modules from basalt wool — material produced in Russia, which allows for better ventilating the facade and draw out the moisture from the walls. The roof is insulated with foam glass gravel, which is produced in Kaluga region by disposing of broken glass, the building’s design enhanced by a system of external reinforcement on the basis of composite carbon films. The entrances were installed led lighting and motion sensors. For the first two months from the date of delivery of the house after renovation (February-March 2017) of its residents consumed 31% less gas than the same period last year.
Reconstructed in the village of Kaluga region Kartyshova the house was built in 1979 and refers to a series of 1-335А. According to the estimates of the FIOP, total in Russia such houses are operated more than a thousand. All of them were built in the 1960-1970-ies.
