Russian President Vladimir Putin instructed the Russian government to ensure the implementation of the pilot project of the system to care for elderly citizens and the disabled, should be published on Thursday the list of instructions following the meeting of the President with representatives of socially-oriented and charitable organizations and volunteer.
According to the instructions, the Russian government together with the “Agency for strategic initiatives to promote new projects” entrusted to ensure the implementation of the pilot project on introduction of system of long-term care for seniors and the disabled in certain regions, providing for these purposes in the Federal budget for 2018 to 2020. The relevant report must be submitted by October 30, 2017.
In addition, the government of the Russian Federation before November 30, shall develop a mechanism for annual updating of the classification of technical means of rehabilitation in the framework of the corresponding Federal list.
Also the Cabinet of Ministers is tasked to submit proposals on measures of state support to promote employment of persons on leave for child care, and to develop a complex of measures on creation of system of long-term care for the elderly and disabled. The system shall include a balanced setobscurevalue and medical assistance at home, in semi-mobile and stationary form, with the involvement of nursing services and caregivers, and support family care.
In addition, the President instructed to include in the Federal list of rehabilitation measures, technical means of rehabilitation and services provided to the disabled, communication aid “Braille display” and the software screen access for deaf-blind and to increase the number of hours for the provision of translation services Russian sign language (sign language, teploenergoproekt) for deaf-blind. Report on the development of appropriate amendments to normative legal acts must be held before 30 October 2017.
