The state Duma adopted the law on the regulation of messengers

The document prescribes the charges for such services, including the restriction of user access to it and electronic communications to state agencies.

Moscow. July 21. INTERFAX.RU — the state Duma meeting on Friday, the last day of the spring session adopted in the third final reading the law governing the activities of messengers.

The law introduces the concept of “messenger”, and also prescribes the charges for such services.

According to the document, information about the subscriber number of messenger users may be transferred to third parties only with their consent.

“Providing third parties information about subscriber number can be carried out only with the consent of messenger users — without our consent, clearly expressed at the time of registration in the messenger, such data to be transmitted can not” — said, commenting on this law, the head of profile state Duma Committee on information policy, information technologies and communications Leonid Levin.

The law also prescribed that the messenger was owned in Russia, legal entities or citizens of the Russian Federation, entitled to carry out identification of the user by determining their number to be called. Thus, the need for agreement on the identification of the user of the messenger between the organizer and service provider.

According to the law, access messengers may be restricted only by court decision.

However, the messenger during the day from the moment of receipt of corresponding request of Roskomnadzor is obliged to limit the possibility of the user specified in the requirement, the transmission of messages containing illegal information, and information disseminated with violation of requirements of the legislation of the Russian Federation.

The law establishes the duty of the messenger to identify users of the subscriber number of the operator on the basis of the contract on the identification made by the messenger with the operator, with the exception of some cases.
