The state Duma adopted a law banning anonymizers

MOSCOW, 21 Feb — RIA Novosti. The state Duma adopted in the third and final reading a bill that prohibits the use of anonymizer technology to bypass the blocking of websites with illegal information.

The project was submitted in early June the deputies of Maxim Kudryavtsev (United Russia), Nikolay Ryzhak (“Fair Russia”) and Alexander Yushchenko (CPRF). As noted by the authors of the document, now access some websites allowing you to “bypass the lock” is restricted on the basis of the decisions of the courts, however, the use of technologies of circumvention is not prohibited.

The bill also prevents search engines show in Russia links to blocked resources.

To do this, the state Duma has offered to give owners and operators anonymizers search engines access to the registry of banned sites Roskomnadzor.

It is stressed that the objective of the bill is to prevent negative consequences of the use of the bypass, including the dissemination of extremist materials and other illegal information, as well as violation of the exclusive rights.
