The leadership of the Duma Committee on security and combating corruption introduced Tuesday in the state Duma a bill offering to grant employees of Regardie a number of additional powers.
In the explanatory note the authors recall that members of Regardie is vested with the custody of offenders in premises of internal Affairs bodies, territorial bodies of Regardie or premises of local government of rural settlements by identifying a number of administrative offenses. However, the staff of private security, which became part of Regardie, is not empowered by bringing offenders to compile a Protocol on administrative offense. The bill proposes to eliminate this defect.
Also, the bill proposes a change in authorising the Deputy chief of military automobile inspection of the operational-territorial associations (connections) troops Regardie powers to consider cases on administrative offences on behalf of military automobile inspection in respect of officers of the military unit responsible for the technical condition and operation of vehicles and the driver of the vehicle of national guard troops of the Russian Federation. At the moment this right is vested with: the chief of military automobile inspection of the troops of Regardie, Deputy chief of military automobile inspection of the troops of Regardie and the chief of military automobile inspection of the operational-territorial associations (connections) troops Regardie.
In addition, the authors recall that Resguardo tasked with implementation of Federal state control (supervision) over observance of legislation in the sphere of trafficking in weapons and in private security activities.
In this regard, the bill proposes to amend, granting officers of Regardie the right to obtain information about the presence or absence of a citizens medical contraindications for possession of firearms, implementing security activities, as well as the results of a medical examination in connection with production on cases of administrative offences.
“In addition, the same right in terms of admission to management of a vehicle of private detective (detective) activities, as well as in connection with production on cases of administrative offences is proposed to empower the internal Affairs of the Russian Federation”, — stated in the materials.
