Kiev will define Russia as “aggressor country” in the new law on Donbass
KYIV, Aug 29 — RIA Novosti. Russia in the Ukrainian draft law on the reintegration of Donbass will be called the “aggressor”, said the representative of the President of Ukraine in the Verkhovna Rada Iryna Lutsenko on air of the Ukrainian channel five on Monday.
According to her, the bill is “99.9% finished and ready to register in Parliament”. Lutsenko added that Ukraine has held consultations with the countries “Norman Quartet” (Russia, Ukraine, Germany, France) and the United States on this issue.
“For the first time at the legislative level, is the notion that Russia is an aggressor”, — she said.
Lutsenko added that the bill on the reintegration of Donbass is a direct link to the 51st article of the UN Charter regarding self-defence. “This means that Ukraine has the right to Samooborona. This again is not war, and self-defense. And this is to ensure that the international monetary Fund gave us money, it’s for investors,” she added.
Earlier the President of Ukraine Petro Poroshenko said about the plans to submit for consideration of Verkhovna Rada the bill on the reintegration of Donbass. According to deputies, the document provides for the recognition of uncontrolled Kiev territories of Donbass “occupied” and the transition of the Ukrainian security forces to the format of “military operation”.
