The state Duma adopted in the second, mainly reading the draft law about a ten-year ban on public and municipal service the citizens who have not passed military service on an appeal without legal grounds. This was reported on the website of the lower house of Parliament on Wednesday 5 July.
In 2014, Russia adopted a similar law, but the ban on public service was untimely, explained one of the authors of the bill, first Deputy Chairman of the Duma Committee on defense Andrei Krasov. The constitutional court found this provision unlawful, after which parliamentarians sent the document for revision.

As noted in the explanatory note to the document, the adoption of this law will help to reduce the number of draft Dodgers.
On June 23 the lower chamber of the Parliament adopted in third final reading the draft law abolishing the residency requirement for representatives of senior officers, delegated to the Federation Council.
