Vice-speaker of the state Duma from LDPR Igor Lebedev and the Deputy, the liberal-Democrat Sergey Ivanov in the state Duma introduced a bill providing for the early termination of powers of the Senator, if it is within 30 days not involved in the meetings of the Council of the Federation, reads in the database of the lower house of Parliament.
In addition, the bill proposes to consolidate the members of the Federation Council the duty to consider requests of citizens to conduct personal meetings and to hold meetings with voters. The current legislation does not provide for the obligation of the members of the Federation Council to receive voters to report to them. Also they will not be liable for negligent performance of duties.
“The responsibility of the member of the Federation Council in the form of early termination of powers is established in the case of non-participation within 30 days in the Federation Council, the committees of the Federation Council, the failure to perform duties related to the work with voters” — said in the explanatory note to the bill.
According to the document, the Senator is obliged to consider complaints of voters and conduct enrolment of citizens not less than once in two months, and to meet with voters — not less than once in six months. Information about its activities, the Senator should give the citizens during the personal meetings or through the media. For work with voters, members of the Federation Council are given appropriate days.
