Health care systems in 31 advanced economies were analyzed. In 14 of them, they turned out to be predominantly financed under the budgetary scheme, in 17 countries – predominantly through the compulsory medical insurance system. In Russia, health care expenditures were at the lowest level among all the countries under consideration, while the share of extra-budgetary expenditures, on the contrary, was the highest.

“The current compulsory medical insurance system does not provide for drug provision of insured persons in the provision of medical care on an outpatient basis. Together with the problems of preferential drug provision, characterized by refusals to provide citizens with preferential medicines, monetization of benefits and problems in information and methodological support, this limits the possibilities of achieving the goals of reducing mortality and increasing the life expectancy of the population, “the report says. >

In addition, there are shortcomings in the system of preferential provision of medicines, in connection with which different regions greatly differ in the conditions for obtaining certain medicines for the same categories of beneficiaries. A number of regions are reducing the lists of population groups eligible to receive subsidized drugs for outpatient treatment.

The SP believes that expanding the coverage of the population with the provision of medicines for outpatient treatment will contribute to the success of treatment of a large number of diseases, which are the main ones in the country. causes of premature mortality.
