Russian President Vladimir Putin: effective mechanisms for data depersonalization are needed

Russian President Vladimir Putin believes that at least two fundamental principle. He outlined his position on this matter during the AI ​​Journey 2021 conference, organized by Sberbank.

“First, we need effective mechanisms for depersonalization and storage of data, as well as extremely clear, understandable rules for providing such anonymous information, unconditional protection of the rights and interests of citizens, including their privacy. Second, in modern conditions, any attempt to establish a monopoly on data restricts free competition and economic development, “he stressed.

In this regard, the head of state asked to make legislative decisions as soon as possible that would provide Russian AI developers, scientific organizations, and businesses with access to the state's anonymized data sets, especially since such datasets have already been formed by ministries and departments. As a next step, the President invites the government and the Bank of Russia to consider the possibility of providing similar access to anonymized data sets of the largest Russian companies, while paying special attention to the security of personal information of citizens.

“There are many difficult legal and ethical issues here. Why should personal data belong not to the person himself, but to commercial structures from which he receives certain services? This is a question, but in fact, this is exactly what happens now. If a citizen has the full right to dispose of an array of data about himself, he will be able to transfer it, for example, to another company or bank. Thanks to such information, they will be able to provide a new client with a more profitable product, product or a reduced loan rate. But I would like to emphasize that all these issues need to be approached as carefully and balanced as possible. Of course, any action should be performed only with the consent of the person, “he concluded.
