PCT: QR codes must be requested when boarding a flight, not when buying an air ticket 
Vice President of the Russian Union of Travel Industry Dmitry Gorin proposed to introduce QR codes when checking in for a flight, and not when buying air tickets. This is reported by Kommersant.
As the expert noted, if airlines request a document from passengers before booking a ticket, this will affect the cost and lead to problems with budget flights.
