The Ministry of communications developed and submitted for public discussion the draft order, which specifies what data the web services need to pass the FSB in the framework of the operative-investigative measures (SORM). The document is available on the portal of projects of normative acts.
The order describes the requirements for program hardware and equipment, which must establish “organizers of information distribution” (ORI) included in a special register. In this list, for example, are Vkontakte, Odnoklassniki, Yandex, Rambler, Mail.ru, Snapchat, Telegram and others.
In turn, the equipment SORM must collect the following information from the register ORI:
- user ID;
- the date and time of registration;
- surname, name and patronymic;
- alias;
- date of birth;
- IP address;
- address;
- telephone number;
- the data of the passport;
- the list of relatives;
- forwarded message;
- transferred files;
- record audio and video calls.
In addition, the mandatory transmission may be subject to location data, payments, and information about accounts in other services, the program being used, the date and time of authorization and release from the service.
