Putin signed a law on the regulation of messengers

MOSCOW, 30 Jul — RIA Novosti. The President of Russia Vladimir Putin signed the law on regulation of messenger, binding to identify users by phone number and to deny them the exchange of messages failure to comply with this condition.

According to the text of the law, user identification is performed using a subscriber number on the basis of the agreement of identification signed by the messengers with the operator.

This establishes that the messengers, who are Russian legal entities or citizens of the Russian Federation, entitled to carry out identification of the user by determining the subscriber number without a contract.

It is also noted that “along with the responsibilities of identification for messengers entrusted with the obligation to ensure the technical capabilities of the waiver users from receiving electronic communications from other users the capability of sending e-mails on the initiative of public authorities, as well as limiting the distribution and transmission of messages containing information disseminated in violation of the requirements of the legislation of the Russian Federation”.

In the event of default by the messengers of the requirements on the limitation of sending messages containing information disseminated in violation of the requirements of the legislation of the Russian Federation provides for the possibility of restricting access to messenger.

The law should enter into force on 1 January 2018.
