The head of the Central election Commission (CEC) Ella Pamfilova at the meeting with party members in Pyatigorsk, said that to abolish the municipal filter in the elections of heads of regions is not necessary, but “we need to make it more democratic”. Speaking in Pyatigorsk before the representatives of local branches of parties and public movements, the head of the CEC said that the time has come when it is necessary “to restore confidence in elections.” MS Pamfilova underlined that the position of President, which requires that in the upcoming elections there was no fraud, and it was all “fair and transparent”. In her opinion, you need to make the filter more affordable, revise the level of 10%, which established a legislative Assembly in certain regions, as, for example, in the Stavropol region. Perhaps we should give the right of MPs to put more than one signature, and some to the filter “was an obstacle to major competitors”, said Ella Pamfilova.

At the end of June, after the first meeting of the working group on election law in the presidential administration (AP), the head of the CEC said that does not rule out the abolition of the municipal filter on gubernatorial elections in the future. At the meeting with participation of presidential envoy to the North Caucasus Federal district (NCFD) Oleg Belavencev, representatives of Executive power of subjects of the North Caucasus Federal district and heads of regional election commissions Ms. Pamfilova spoke about the need for the Caucasus fair elections.
