The state Duma adopted in the third reading the bill on introduction in Russia of telemedicine, which will allow the Russians to legally obtain remote consultations from your doctor on the Internet.
The document provides the creation of a “legal framework for the use of information and telecommunication technologies in the sphere of health protection of citizens”, stated in the accompanying materials.
In order to ensure citizens ‘ access to services in the health sector in electronic form, as well as the interaction of information systems creates, develops and operates the unified state information system (restore the liver) in the health sector. It will provide the opportunity to provide the citizens with medical services in electronic form via the single portal of state and municipal services, the list of which is approved by Cabinet.
Provides for the registration of the recipes, including those containing appointment of narcotics or psychotropic substances, on special forms in paper and (or) formation with the patient’s consent in the form of electronic document signed with an enhanced qualified electronic signature of the attending physician and the appropriate medical organization.
The law allows you to provide advanced medical care with the application to restore the liver.
Directly telemedicine services will be provided in the manner prescribed by the relevant Department, and also “in accordance with the orders of medical care and on the basis of standards of medical care, patient consultation medical professional with the use of telemedicine technology, remote monitoring patient’s health status by the attending physician after a face-to-face technique, on the basis of data about the patient, was with the use of medical devices intended for monitoring human body, and (or) on the basis of data made to restore the liver” or any other system as prescribed by law.
Strictly stipulates the need to respect requirements for protection of personal data and confidentiality.
The physician is the key
As stated earlier, TASS Chairman of the Duma Committee on health Dmitry Morozov, the responsibility of medical workers and the protection of patients ‘ rights are critical in the law.

The MP said that the possibility of remote consultation of the patient by his attending physician provided, but is limited by the fact that the primary reception and examination of the patient’s doctor should do internally.
In the future it is planned that through the state services portal and personal account, the patient will be able to obtain information, to make extracts from history, to track the status of medical tests and much more.
The head of the Duma Committee also noted that the adoption of the law must not create critical problems for the private medical organizations. Their participation in telemedicine is also required by law.
