The state Duma plenary meeting on Wednesday adopted in first reading a bill to provide from 1 January 2018 the tax benefits to Fund renovation of the housing stock in Moscow and to citizens-to participants of the program of demolition of five-story building and resettling them in new homes.
In the document submitted to the state Duma Deputy Nikolai Gonchar (EP) States that benefits are provided to ensure effective use of budget funds and the additional tax burden on participants in the renovation program.
The bill excludes from the number of payers of tax on profit of organizations assistance Fund renovation of the housing stock in Moscow and frees the operation of this Fund on realization of goods (works, services) and property rights from VAT. In addition, the income received by citizens in the property from the Fund in the form of real estate, are exempted from the tax to incomes of physical persons (NDFL).
These changes “will contribute to the effective implementation of a program of renovation of the housing stock in Moscow, as well as the protection of housing rights of citizens-participants of the program of renovation,” said Gonchar.
Earlier the mayor of Moscow Sergey Sobyanin at his official page “Vkontakte” asked the Duma deputies to support the law on tax incentives to citizens who will receive housing under the program of renovation. He noted that the authorities “must clearly and consistently, in accordance with the instructions of the President to fulfill the promises”.
