The state Duma approved in the second reading the bill on instant messengers
The state Duma approved the second reading of the bill governing the activities of messengers. The document obliges to identify users by phone number and to deny them the exchange of messages failure to comply with this condition.
In the first reading the bill was passed on June 14. The authors of the document were made by the deputies Marina Mukabenova (United Russia), Oleg Nikolaev (“Fair Russia”) and Alexander Yushchenko (CPRF).
The bill also proposes to limit the distribution of messages at the initiative of public authorities.
If the messengers would not fulfill the requirement to limit the distribution of information, the bill provides for the possibility of limiting operator access to the messenger by the decision of Roskomnadzor.
The amendments apply only to those messengers who are registered in the Roskomnadzor as the organizers of information distribution. Internet Ombudsman Dmitry Marinichev called the idea “crazy” and noted that regulate the state will only major instant messengers.
