“Apple” saw the signs of a cartel in procurement of the Ministry of culture
Anticorruption center of the party “Yabloko” said that he found signs of cartel in public procurement of the Ministry of culture. The centre says that over the past three years, the state orders from the Ministry of culture allegedly received in addition to other structures associated with the environment of the head of Department Vladimir Medinsky.
The lawyers of the center tracked 12 procurement organized by the Ministry and its subordinate Agency “Rostourism” and state institution “Studio of Theatrical Art,” and found that government contracts was shared by four companies linked via former founders and phones. According to the center, they earned a 106.3 million (1.75 million dollars).
Three of these companies — OOO “Strategic communication”, LLC “SV Dot. Ru” and OOO “Media consulting” are linked in phone or addresses with the firm of former Egor Moskvin, whom the lawyers of the party called a former business partner of Medina.
In addition, listed companies have the same phone with JSC “Corporation “I,” which, according to, the 69% owned by the father of the head of the Ministry of culture Rostislav Medina.
“Medina is not caught in a conflict of interest simply because the law does not prohibit relatives of officials to participate in tenders organized by their departments,” — said the leader of the Moscow branch of the party Sergey Mitrokhin.
Another company, which, in the opinion of the lawyers of the party, had cartel agreements with OOO “Media-art”. According to “SPARK-Interfax” the founder of this company is Makarova Svetlana — the head of the above mentioned company “Media consulting”. The founder of the “Media consulting” is “another one close to the Medina man” — the head of Fund of target capital of RVIA Elena Krechetova, say in the party.
