MOSCOW, 7 Feb — RIA Novosti. The state Duma adopted in the first reading a bill authorizing the Federal bailiff service (FSSP) to detain and deliver to make a report to child support debtors.

The document was submitted to the state Duma in February, a number of deputies from “United Russia”.

One of the authors of the initiative, the Chairman of the State Duma Committee on state building and legislation Pavel Krasheninnikov said that the document was developed in order to create additional conditions to ensure the principle of inevitability of administrative punishment and protection of the rights of socially vulnerable categories of citizens.

“This measure will apply to debtors who do not pay for maintenance of their minor children, adult disabled children or disabled parents”, — told reporters Krasheninnikov, quoted by his press service.

As noted in the press release, often the debtors who for two months or more without good reason evaded paying child support, are not on-call bailiff-executor for the Protocol on administrative offense. Currently, the bailiffs have no right to exercise in respect of this category of debtors measures of maintenance of manufacture on business about an administrative offence, administrative detention and conveyance. However, the detection of other administrative offenses, manufacture on which is carried out by bailiffs, they have the right to apply these measures.

“That lack of capacity is forcing police officers to seek assistance from the police, which makes the process of proceedings on administrative offense.
