The government approved the concept of a unified Internet resource with data on citizens of the Russian Federation
Moscow. July 8. INTERFAX.RU Prime Minister Dmitry Medvedev signed a decree, which approved the concept of formation and conducting the uniform Federal information resource containing data about the population of Russia, said on Saturday the official website of the government of Russia.
“Signed by order approved the Concept of formation and conducting the uniform Federal information resource containing data about the population of the Russian Federation and its implementation plan”, — stated in the message.
The concept defines the goal, basic principles of formation and management of Federal resource about the population, its structure and the information requirements of the Federal state information system, which provides for the establishment and maintenance of the Federal resource about the population, including the security of information and organization of information interaction with other state and municipal information systems, the formation of the Federal resource about the population.
It is noted that the purpose of the formation of the Federal resource of the population — the creation of a system of accounting information on the population, ensuring their accuracy and consistency aimed at improving control of calculation and payment of insurance premiums on personalized accounts.
“Federal resource population will be created only on the basis of information of other state and municipal information systems. The introduction of information about the population, not previously considered in other information systems, is not provided”, — stated in the message.
Access to the Federal resource in the electronic form will be provided to the citizens through single portal of public and municipal services.
This information can also be used by citizens when applying for government services through a single portal of public services.
The concept will be implemented in four phases over the years 2017-2025.
The establishment of a Federal resource about the population will improve the efficiency and quality of decisions in the sphere of state and municipal management, informational openness and transparency of the system of state and municipal management to citizens, including to provide access for citizens to information about them held by state authorities, management bodies of state extra-budgetary funds and local governments.
