The Ministry of justice has identified the characteristics of self-employed

The Ministry of justice of Russia has developed a bill that defines the characteristics of self-employed people. According to the document, the self-employed should not be by individual entrepreneurs and will be required to register. Only in Russia there are from 15 to 22 million self-employed people.

The document is published on the Federal portal of projects of normative legal acts.

As proposed by the Ministry of justice, the self-employed should be considered “natural person independently carrying out at own risk directed on systematic profit activities in the provision of services, performance of works for individuals based solely on personal labor participation, including in time free from duty under an employment contract”.

At the same time citizens must be over 16 and not registered as individual entrepreneurs. On their activities, they will be required to notify the tax authority.

The Ministry of justice explained that after the adoption of the proposed legislation will require changes to the Tax code, Labour code, Code of administrative offences and other legislative acts.

2017 entered into force a law on tax breaks for self-employed, who stood on the account in tax authorities. Applies to housekeepers, Tutors, aides, and nannies. According to the business Ombudsman Boris Titov, for the first three months of the operation of law in the tax service registered a total of 40 people.
