Kuzbass try on gubernatorial candidates

After the maximum possible 45 day stay of the head of Kemerovo region Aman Tuleyev he never went to work. Mr Tuleyev is in Moscow for treatment after surgery. In a press-service of the Kuzbass the timing of his return to work is not known. In a region increasingly discussing the potential successors of mister Tuleyev. Kommersant’s sources, the most likely candidates called the mayor of Nizhny Tagil Sergey Nosov and the Deputy of the state Duma from Kuzbas Dmitry Islamova. Experts say that the “Varyag” was neither local elites nor Aman Tuleev.

On Thursday at Aman Tuleyev has completed the maximum possible for a state employee 45-day vacation. It did not work: his leave was combined with the hospital and may be extended. When the Governor returns to work, the press service of Kuzbass “b” is not announced, but said that will happen “after the completion of all rehabilitation activities.”

Mister Tuleyev has undergone surgery on his spine in Germany, after which he was treated in Kemerovo, and last week was sent by plane to Moscow.

In the region increasingly discussing the potential mate, Mr Tuleyev.

According to the Kommersant’s sources, the presidential administration (AP) has formed a list of 20 applicants. In it, in particular, is the first Vice-Governor of Kuzbas Vladimir Chernov, the mayor of Novokuznetsk Sergey Kuznetsov, the President of the holding “Siberian business Union” Mikhail Fedyaev, the mayor of Nizhny Tagil Sergey Nosov, the Deputy of the state Duma from the Kemerovo region Dmitry Islamov. But of all the candidates, as told “Kommersant” a source in the legislative Assembly, in the AP “most current” I think the candidacy of Sergei Nosov. This information “Kommersant” confirmed three more source in power structures of the region. According to one of them, the post of Governor on him “try on” with the end of 2016.

Sergey Nosov, the beginning of “zero” was headed by the Nizhny Tagil metallurgical plant (included in “Evraz”), participated in the creation of the regional branch of “United Russia”. In 2012, he won the mayoral election in Nizhny Tagil, gaining 92% of the vote. In may he won the primaries “United Russia” by definition of the candidate in mayors of Nizhni Tagil (held September 10), but the documents on the nomination and registration have not yet filed.

“Against his presence in the Kemerovo region is Ural mining and metallurgical company (UMMC), which has assets in the Kuzbass (“KRU”), with which the country has developed a complicated relationship,” says Kommersant’s source. Other interlocutors noted that Mr. Nosov may not make a major financial group with influence in the region and “on the grounds of possible conflicts”.

The decision on the candidacy of Mr. Nosov has not yet been taken, according to sources “Kommersant”. And the reason is not only a possible conflict of elites, but in the resistance of Aman Tuleyev, who allegedly did not want to convey the region “Varyag”. Mr Nosov, according to the chief of Department on work from mass media of administration of Nizhni Tagil Galina Kobyak not commented on the situation.

According to a source close to the Kemerovo administration, the head of Kuzbass would like to see as his successor “someone local”.

For example, state Duma Deputy Dmitry Islamova. The interlocutor of “Kommersant” described him as “a loyal candidate that suits almost everyone.” Also, according to the source, in the past two months, the media presence of Dmitry Islamov in the region increased. Mr. Islamov has promised to comment on “Kommersant” that information, however, the relationship failed.

Dmitry Islamov since 2006 worked as the head of the program management and investment policy of the Kemerovo administration. In 2008, Aman Tuleyev has appointed him as his Deputy of economy and regional development. In 2016, he was elected Deputy of the state Duma, Deputy Chairman of the energy Committee.

Experts believe that any successor to Mr Tuleyev will face difficulties at work. The Deputy of Council of people’s deputies of the Kemerovo region, the Chairman of the expert Council of the Foundation “Siberian policy” Igor Ukrainians told “Kommersant” that “the region’s public debt at the beginning of the year amounted to almost 63 billion roubles the Ministry of Finance of the Russian Federation requires that it does not exceed 50% of revenues. It must be reduced to 10-11 billion rubles will have to Do it, including by reducing spending on social security. At the level of the regional legislature this issue is already being discussed”. Political analyst Andrey Polukhin, by contrast, “does not expect any negative processes” in connection with the change of the Governor: “There is a demand on the living, active head of the field. If the new man will be in his place, he will gain popularity and will have success.”
