Onf intends to achieve indexing for all recipients of the presidential grants in the field of culture
Cultural figures supported the proposal “popular front” (onf) and the presidential administration to index the grants of the President of Russia in the field of arts and culture 44% from July 2017.
However, the “popular front” will continue to seek inclusion in the list of fellows of the Perm state academic Opera and ballet theatre. P. I. Tchaikovsky, as well as Theatre of Nations, theatre art Studio, and other leading groups.
This was reported by the participants of the meeting, which was attended by activists of the popular front, heads of establishments of culture and art, representatives of the Ministry of culture of Russia and the presidential administration.
By order of the President, the Ministry of Finance in its calculations and decided to proceed from the fact that the rate of inflation over the past five years should be indexed only 45 grants for creative groups that received presidential grants in 2012, in connection with which have allocated from the budget for these purposes 1 billion 614,5 million rubles.
While indexing the grants to 38 institutions of culture and art that the year 2015 has received similar grants from the government of Russia requires further 747,2 million rubles.
Thus, according to experts, cultural institutions are divided into “first and second grade,” reads the press release front.
The Ministry of Finance was “excommunicated” from indexing agencies such as the State chamber orchestra “Moscow Virtuosi”, the Orchestra of jazz music named after Oleg Lundstrem Orchestra under control of Yury Bashmet, the Eifman Ballet, the Moscow state academic Symphony orchestra under Pavel Kogan, the St. Petersburg state academic theatre of Opera and ballet. M. Mussorgsky, the Novosibirsk state academic Opera and ballet theatre, etc.
“The selective approach of the Ministry of Finance distorts the meaning of the President’s instructions, “the popular front” will insist that indexing should take into account all 83 of the creative team,” said head of the working group “Education and culture as the basis of national identity”, the Deputy of the state Duma Lyubov Dukhanina.
Saint-Petersburg academic ballet theatre, according to his supervisor, Boris Eifman, in 2009, choosing between the presidential grant and a grant from the government which was then headed by Putin, would prefer the latter, and is now left without additional financial support. “As a result, in the current situation, I have a question not only financial, but also moral: so what, it turns out, the freshness of my art?
