Moscow. July 5. INTERFAX.RU — Minister of Telecom and mass communications Nikolay Nikiforov considers inappropriate postponement of the entry into force of the “Spring law” for 2023, advocating for the creation of a plan for the gradual introduction of it in the country.

“With this proposal (to delay the entry into force of the law — if) was made by a few deputies, and a bill to transfer the 2023 has been submitted to the government. Our Ministry was preparing a response to the bill, we considered that the transfer to 2023 as a direct rule inexpedient,” — said Nikiforov to journalists on Wednesday.

According to him, due to the size of the country, the entry into force of this rule “is impossible to do simultaneously”. He suggested that next week will have a consolidated position of the government about the form in which this bill can be implemented.

“I think it would be a 3-5-year horizon implementation,” — said Nikiforov. The question, according to him, not in the timing and stages of implementation of this rule.

Yesterday it was reported that the Russian government has proposed delaying for five years the entry into force of the “Spring package”. The decision was included in the opinion of the Cabinet of Ministers the draft law of the Federation Council member Anton Belyakov and state Duma Deputy Oleg Shein, offering to move from 2018 to 2023 the date of entry into force of the package of anti-terrorist amendments, state Duma Deputy Irina Yarovaya and Senator Viktor Ozerov, told Interfax on Tuesday a source in the government Commission.

“Spring Package”

July 7, 2016, Russian President signed amendments to anti-terrorism legislation proposed by Spring and Ozerov. Along with this package signed a list of instructions to the government.

“Anti-terrorism amendments”, in particular, require operators and Internet companies to store text messages, voice information, images, sounds, video, and other electronic messages of users in a period of six months. Operators will also need to store information about the facts of reception, transmission, delivery calls and messages (so-called metadata) within three years, Internet companies — during the year.

The rate of storage of user traffic shall enter into force from 1 July 2018.
